Transacting with states have become easier now due to the ease of doing business measures taken by the individual states now, stated Hon’ble Minister of State for Defence and Tourism, Government of India, Shri Ajay Bhatt, Chief Guest at the State Policy Conclave 2021- ‘Role of states in making Aatmanirbhar Bharat’ organised by the apex industry body, PHDCCI.
He informed that various bottlenecks have been eliminated in the defence sector and has been attracting investors from various countries. He explained that if the private sector can manufacture quality products, it would be assured that the government would be buying the same from them. He added that the government has introduced complete transparency in the sector by opening it up.
Shri Bhatt revealed that once the investor shows an interest, the government would ensure that all the follow-ups would happen at their end. The central government is setting up two defence corridors at Uttar Pradesh and Tamil Nadu. He also added that around 200 defence products which were earlier imported from other countries are now reserved for manufacturers from India. This step would give a huge boost to the local industries.
He also informed that the country is exporting defence products to around 75 countries at present.
Shri Shivraj Singh Chouhan, Hon’ble Chief Minister of Madhya Pradesh stated that India managed to convert the COVID 19 crises into opportunities for growing its business and expanding its local brands at global level.
Speaking at the conference virtually, Shri Chouhan stated that Madhya Pradesh had already created the road map of becoming self- reliant as soon as the Hon’ble Prime Minister, Shri Narendra Modi set the goal of becoming Aatmanirbhar in the year 2019. Unless states become self- sufficient themselves first, it would be very difficult for the nation to become one, he stated.
Shri Chouhan informed that in the last two years, Madhya Pradesh has come out with several policy changes to boost the local businesses. He explained that the state has been stressing on sectors like infrastructure, good governance, health, and education and connectivity. According to Shri Chouhan, their government has made the environment conducive for attracting investments.
Explaining the Udyam Kranti Yojana, Shri Chouhan stated that while the state has been taking steps to attract large companies, they have taken initiatives to make the business ecosystem conducive for even the micro, small and medium business units. He said that Madhya Pradesh is fast becoming hubs for several industries like pharma and garments.
Shri Chouhan revealed that there has been growth in several segments in the state in the last two years. The industrial growth in the state has increased to almost 49 percent, land allotment has gone up by 33 percent, investments in the state has gone up by 67 percent and the employment opportunities has grown to the tune of 39 percent, he informed.
According to Shri Chouhan, the state government is stressing on initiatives like ‘Ek Zilla, Ek Utpad’ though which opportunities are created for districts which are popular for particular products by increasing investments there. This increases entrepreneurship and job opportunities in those districts, he said.
The Hon’ble Chief Minister of Madhya Pradesh also informed that the state produces around 2 lakh crore litres of ethanol every year and has an ethanol policy in place. The MP government has also set up an initiative through which any person can set up his own business in 30 days. Shri Chouhan stated that for that they have ensured a single window clearance for all approvals and have set the timelines for the same.
Shri Bhupesh Baghel, Hon’ble Chief Minister of Chhattisgarh informed that for any society to become self- sufficient, the government needs to take steps to develop its rural economy. He informed that even Mahatma Gandhi advocated the same and that is what Chhattisgarh is doing.
He informed that under the Gram Swaraj Yojana, the Chhattisgarh government has taken several measures in the past to provide a boost to the villages level businesses. These initiatives have borne fruit and the government has managed to generate huge employment opportunities with around 80000 women getting jobs.
Shri Baghel explained that the government is also working on projects to generate power from animal manure and manufacture traditional paints, this would also give employment to a lot of farmers. He stated that a lot of forest produce from Chhattisgarh is sold online today. Shri Baghel said that the government has purchased 90000 lakh metric tons of agri- produce last year and the target for this year has been increased to 1 crore five lakh tons.
Shri Sanjay Kumar Jha, Hon’ble Minister of WRD & IPRD, Government of Bihar stated that due to the prudent planning of the state government, they have achieved a double- digit growth rate. He informed that the state gets round the clock power, has transparent governance, and has improved its ease of doing business ratings.
Shri Jha explained that when the government came in power, the state budget was to the tune of Rs 23885 crores in the year 2005-06 which has gone up to 211,761 crores for the year 2020-21. He added that the budget for the next financial year would be around 218303 crores which is around Rs 6000 crores than the last financial year’s budget.
According to Shri Jha, the state registers around 17 percent industrial growth rate which is the highest in the country. He also said that the per capital income is around Rs 43,822 now which was around Rs 7900 in 2005. Explaining the other achievements of the government, Shri Jha added that the state has 95 percent pukka or permanent roads leading to the national highways. There is a 100 percent electrification in the state. The state government has also been focussing on the increasing their green cover and in the last 16 years, the green cover has gone up from 9 percent to 17 percent.
Shri Jha also informed that the state is among the top four states which provide clean drinking water to its people. He also explained that the government spends around Rs 35000 crore on education in all 38 districts.
Dr Amar Patnaik, Hon’ble MP- Rajya Sabha, & Member, Parliamentary Standing Committee on Finance stated that the Odisha has achieved leadership position in several segments like women empowerment and disaster management.
He added that in the last 21 years due to the efforts of the government, the state has one of the lowest crime ratios in the country. He informed that the government has increased its focus on six sectors like infrastructure, and ports by coming out with policy changes.
Dr Badri Narayan Gopalkrishnan, Head- Trade & Commerce, Niti Aayog stated that today due to the government initiatives, the products and services manufactured is not just made for India but also make for the World.
He stated that the Niti Aayog is working on various policies to help increase exports and ensure Free trade agreements with many countries. He also stressed on the need to reduce barriers which will help in reducing the cost of intermediate inputs, based on tariff reductions.
Mr Pradeep Multani, President, PHDCCI, stated that while working for inclusive economic growth, there is also a need to think about sustainability. We should reimagine the world as a better place to live, he said.
Mr Multani informed that PHDCCI’s Rural Development Foundation (RDF) and Family Welfare Foundation (FWF) shall continue to work for making the world better through activities at grassroots. He stated that as a forward-looking Industry Chamber, PHDCCI welcomes the consultations and collaborations—for making a robust and prosperous ecosystem for the country, organisation, members, and their officials.
Peter Rimmele, Resident Representative to India, Konrad Adenaeur Stiftung’s (KAS), Germany stated that in the midst of every crisis lies great opportunity. He informed that need for breaking down monopolies and strengthening the supply chain is the need of the hour.
Shri Rajeev Talwar, Former President, PHDCCI stated that the policies by all the states in the country would be instrumental in making the country self- reliant or Aatma Nirbhar Bharat. He stated that all of us are living on the path laid by the Hon’ble Prime Minister of the country, Shri Narendra Modi on 15th August 2019.
According to Shri Talwar, all people irrespective of the trade or business they are into, are aligned to the goal of becoming a US$ 5 trillion economy. He stated that India lives next to a new super- power which has achieved a status of becoming a US$ 15-20 trillion dollar with a US$ 10000 per capita income. India needs to look beyond the US$ 5 trillion economy status and should try to become a US$ 20 trillion by year 2050. He added that India needs to keep a target of becoming among the top 3 super-power with USA and China.
Shri Sanjay Aggarwal, Immediate past president, PHDCCI while giving the vote of thanks assured the dignitaries that the apex chamber would continue to provide support to the government in making India a US$ 5 trillion economy.
