Management professionals and tuitions be redefined as non-nuisance strictly:
PHD Chamber urges DDA

Clubbing “professional activity” with “commercial activity” needs to be corrected by the DDA by adopting a broad based definition for professionals. PHD Chamber has pointed out to the DDA that professional activity allowed in the Master Plan for Delhi 2021 to include lawyer, doctor, architecture, etc. may not satisfy the norms of “non-nuisance activity” to be allowed in residential premises.
 
While the recent notification has defined management professional as one holding an MBA degree/diploma from AICTE/Central recognized institution etc., this definition is in a way out of place with ground reality.  PHD Chamber has pointed out that majority of managers in industry and trade have come up through the ranks without high management qualification and learned on the job and by training imparted by their employers.  For example, the finest managers in the FMCG field have been trained by Hindustan Lever or ITC, in house through their own training programmes taking raw graduates in Arts or Commerce.  A large body of ex-service officers has entered the field of management in industry and trade and is doing exceedingly well.  They also do not have management degrees, but are management professional nevertheless.
 
Therefore, the PHD Chamber has called upon DDA to amend to MPD 2021 to allow professional activity
 
According to Mr. Krishan Kalra, Secretary General PHD Chamber, “Commercialization of residential premises should not be allowed, while the use of residential premises for non nuisance activities must be allowed to the residents who are pursuing their professional  / vocational skills.”  
 
Such a definition emphasizes that it is a non-nuisance personal activity and relates to the use of professional skills of the resident in pursuit of his vocation.
 
Similarly, the PHD Chamber has called for permitting individual tuitions as non-nuisance in group housing as against “group tuitions” to ensure a peaceful neighbourhood.   This suggestion has been submitted in response to DDA’s proposal for amending the Master Plan 2021 for allowing group tuitions in group housing.
